It’s 19 kHz because it sits just above the 15 kHz audio with a guard band, and receivers can “double it to 38 kHz” to lock the L-R subcarrier — a breadcrumb for stereo. When aligning, set pilot injection around 9% and confirm your 57 kHz RDS is phase-locked to it on the mod monitor. Anyone still seeing sets drop stereo below about 7% injection?

But seen stereo lamps flutter when a last-minute show swap feeds an unfiltered stream; the HF hash crowds the guard and your composite clipper nicks the pilot. Fix was a linear-phase 15 kHz brickwall ahead of the processor and enabling pilot-protection in the MPX limiter; RDS at 3x locks steadier too. @mariah_lee90 have you tried exempting the pilot in composite limiting, or are you relying on audio-band limiting only?
